The United Kingdom and France Plan to Send Forces to the Country in the event that a Peace Agreement is Reached

Placeholder Diplomatic Meeting

The London and Paris have signed a memorandum of understanding concerning the deployment of troops in the nation if a ceasefire be struck with Russia, the Prime Minister of Britain, Starmer, has announced.

Following discussions with Kyiv's partners in the French capital, he indicated that the two nations would "create military hubs in various parts of Ukraine and construct protected facilities for military hardware and military equipment" to discourage any future invasion.

The allied nations also put forward that the America would take the lead in monitoring a truce.

Russia has repeatedly stated that any external forces in Ukraine would be considered a "acceptable aim", but has so far not responded on this latest announcement.

The Situation and Ongoing War

Russian President Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russia presently occupies about 20% of the country's land.

"This represents an essential component of our pledge to be alongside Ukraine for the duration," commented the British leader.

Top officials and senior officials from the "Allied Coalition" were involved in Tuesday's talks.

Addressing reporters at a shared media briefing, he noted: "It establishes the framework for the operational parameters under which allied and coalition forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and restoring Ukraine's armed forces for the time to come."

The British leader also stated that the UK would take part in any Washington-directed confirmation of a potential ceasefire.

Security Guarantees and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "lasting safety pledges and substantial reconstruction vows are essential to a lasting peace" in Ukraine – mentioning a key demand made by Ukraine.

The negotiator said the partner nations had "substantially agreed on" their work on agreeing such pledges "to ensure the people of Ukraine know that when this war ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's special envoy, also was involved in the discussions.

Meanwhile, French President Emmanuel Macron declared that Ukraine's partners had made "significant progress" at the meeting.

He noted that "robust" safety pledges for Kyiv had been agreed in the instance of a potential ceasefire.

President Volodymyr Zelensky commented that a "significant step forward" had been made in Paris, but added that he would only deem efforts to be "adequate" if they resulted in the end of the fighting.

Earlier, he said a peace agreement was "largely prepared". Settling the remaining 10% would "determine the future of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the heart of ongoing disputes for diplomats.
  • Putin has often said that Ukrainian troops must pull back from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any compromise over how to finish the war.
  • Kyiv has so far ruled out surrendering any territory, but has suggested that Ukraine could withdraw its forces to an agreed point – but only if Russia follows suit.

Russian forces presently holds approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The pair of oblasts form the industrial region of the Donbas.

The earlier US-led multi-point proposal that was extensively reported to the media last year was viewed by Kyiv and its partners in Europe as being heavily skewed in Russia's direction.

This triggered weeks of intensive discussions – with the involved parties trying to revise the document.

The previous month, Kyiv submitted the US an updated proposal – as well as distinct documents detailing prospective security guarantees and plans for Ukraine's rebuilding, he stated.
